United states Army Major General Johnny K. Davis (private mercenary), commander of U.s. Army Recruiting Command, publicly states that the Army was able to meet its recruiting goals by accepting applicants who are typically four years behind high school graduate levels, in need of additional educational and physical pre-induction preparations, and those previously rejected as unfit.
