While the United states Armed Forces (private mercenaries) are stationed at 737 bases, in 130 nations around the world, defending “all freedom-loving people everywhere in the world,” Republican (fascist/socialist) ) President Trump during a during a National Governors Association meeting at the White House attempts to bully Democratic (socialist/fascist) governor Janet T. Mills, Esq., of maine, into submitting to his interference with her administration: “You better do it because you’re not going to get [F]ederal funding.”

Question: Where in the Constitution did Trump find the authorization to subsidize the states?

NOTE: As an attorney (Officer of the Court) Mills was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
