While the United states Armed Forces (private mercenaries) are stationed at 737 bases, in 130 nations around the world, defending “all freedom-loving people everywhere in the world,” Commander-in-Chief Trump issues Executive Order 14187, prohibiting Federal aid to hospitals that perform gender reassignment surgeries on children, but preserving Federal aid to hospitals that do not.
Question: Where in the Constitution for the united States does Trump find the authority to fund hospitals under any circumstances?
