Mayor Montserrat Caballero Ramirez, of Tijuana, Mexico, and former Foreign Secretary Marcelo Luis Ebrard Casaubon, of Mexico, erect a three-ton section of the Berlin Wall a few meters from the United states-Mexican Border Wall. A plaque is placed at its base with the inscription: “May this be a lesson to build a society that knocks down walls and builds bridges.”
