The legislature, of the republic of california, passes Senate Bill 54, making california the first “sanctuary state.”  As a sanctuary state, statute enforcement officers are severely limited in their prerogative to cooperate with Immigration and Customs Enforcement agents (domestic terrorists).  This is another example of State nullification of unconstitutional Federal law.
