De facto President Clinton, Esq., signs the Personal Responsibility and Work Opportunity Reconciliation (Welfare Reform) Act of 1996, returning the function of providing “a social safety net” (welfare) to the states—although the states must follow Federal formulas in administering their programs; rewarding states with Federal payments for reducing their out-of-wedlock births—provided abortions also decline; and requiring the development of a scannable Social Security Card.
NOTE: As an attorney (Officer of the Court) Clinton was ineligible to serve in two branches of government at the same time, according to Article I, Section 6 [Clause 2].
