The twelve-day United Nations Conference on Human Settlements (Habitat I) adjourns in Vancouver, Canada. A communiqué is issued declaring official U.N. policy on land use, which states:
Land…cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market. Private ownership … contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes. … Public control of land use is therefore indispensable. …

De facto Commander-in-Chief Ford (25th amendment) issues Executive Order 11921 directing the Federal Emergency Preparedness Agency to develop plans to establish control over the production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.s. financial institutions in any undefined national emergency, also prohibiting CONgressional review of presidential declarations of emergency for six months.
