De facto Commander-in-Chief Ford (25th amendment) issues Proclamation 4313 granting a conditional, case-by-case pardon to deserters from the United states Armed Forces (private mercenaries), and evaders of military conscription (involuntary servitude). However, they must complete a two-year commitment of alternate national service.
