The fifth circuit court of appeals hands down Carpenter v. United states, affirming the prerogative of CONgress to disregard the statutes it has foisted upon WE THE PEOPLE: “[W]e sympathize with the taxpayer who in fact relies upon what he accepts as an authoritative interpretation of the laws and of the Treasury publications. But nonetheless it is for the C[ON]gress and the courts and not the Treasury to declare the law applicable to a given situation.”
