Major General John C. Fremont, commanding the compulsory Union Department of the West, declares martial law in Missouri, subjecting State sovereign Citizens who aid in the cause of Confederate independence to court martial, and emancipating their slaves.
NOTE: Fremont allowed Union loyalists to keep their slaves.
