Republican (constitutionalist) President Jefferson signs the Enabling Act of 1803, “providing for the execution of the laws of the United States in the State of Ohio.”  However, no date for admission is established.

       Republican President Jefferson writes to Republican Governor Thomas McKean, of the Commonwealth of Pennsylvania, requesting newspapers in that State be shut down for opposing his policies.
