       Royal Governor Thomas Pownall, of the colony of Massachusetts Bay, signs legislation declaring the Penoscot tribe to be “rebels, enemies and traitors.”  A bounty of 40 Pounds Sterling (silver) is offered for every male scalp, and 20 pounds for the scalp of every female and child.
