Royal governor William Penn, of the colony of Pennsylvania, issues the Charter of Delaware to the freemen of Delaware. Articles I, II, VI and V of which
- Recognize the Freedom of Religion,
- Provide for the freeholders of Delaware to yearly elect a legislature,
- Property disputes are to be handled by the courts, not the legislature, and
- Provides for the accused to have the same rights as their prosecutors.
